This Webinar will review the new CMS Guidance issued to States this year requiring Medicaid MCOs to include freestanding birth centers in their plans, and how you can use this guidance to your benefit. We will also talk about how certain state regulations restrict the development of birth centers and examples of states that have recently successfully created or improved regulations. The importance of collaboration with elected officials at the state and federal level will include a description of how you can develop relationships with legislators that can be mutually beneficial.

About the Presenters

Jill Alliman

Jill Alliman, DNP, CNM
Jill Alliman is CNM is the Project Director of the AABC Strong Start for Mothers and Newborns Program and also serves as Course Faculty for Frontier Nursing University. She began her career as a Staff Nurse-Midwife at the Women's Wellness and Maternity Center in Madisonville, TN and advanced to lead as the Center Director for 10 years. Jill has previously served on the Board of Directors, as Vice-President, and as President of AABC, and she currently holds the position of Chair of the Government Affairs Committee. Jill has published a number of papers and given more than 25 presentations on the topic of birth centers, maternal health, and rural women. She is also a member at the national and state levels of the American College of Nurse-Midwives and the American Nurses Association.

Cynthia Flynn

Cynthia Flynn, PhD, CNM, FACNM
Cynthia is a birth center consultant and has served as President, American Association of Birth Centers; Executive Director, The Birth Center, Bryn Mawr, PA; General Director, Family Health and Birth Center, Washington, DC; Associate Professor Nursing, Seattle University; founder/CEO of Columbia Women's Clinic & Birth Center, Kennewick, WA; and the Expert Midwife on www.pregnancy.org, She has raised over $1mm for birth centers and has negotiated a merger between a birth center and an FQHC. She earned her BA from the University of Washington, her MA and PhD from the University of North Carolina, Chapel Hill, and her MSN from Yale University.
